BASSET Training for Illinois Delivery Drivers
The convenience of alcohol delivery is undeniable. With a few taps on a smartphone, your favorite drinks arrive right at your doorstep.
But behind this modern convenience lies a crucial responsibility: ensuring alcohol is delivered safely and legally. That’s where BASSET training comes in for Illinois delivery drivers.
BASSET Training | A Legal Requirement for Alcohol Delivery in Illinois
Section 6-28.8 of the Illinois Liquor Control Act (the “cocktails to-go law”) permits qualifying retailer licensees, which include restaurants and bars, to provide carryout and delivery of mixed drinks and single servings of wine for off-premises consumption. On June 9, 2023, Governor JB Pritzker signed a bill into law that extends the cocktails to-go law until August 1, 2028.
In Illinois, it’s not enough to simply have a driver’s license to deliver alcohol. The state mandates that all individuals involved in delivering alcohol must possess a valid BASSET card.
This requirement underscores the state’s commitment to preventing underage drinking and promoting responsible alcohol service, ensuring that those handling alcohol deliveries are well-versed in the laws and best practices.
So, who’s allowed to sell cocktails to-go? It depends on what type of license your establishment has.
A State of Illinois combined retailer licensee (“Combined 1A Licensee”) or a retailer licensee (1A) with both an on-premises and off-premises license may sell and provide carryout, curbside pickup, and delivery of cocktails, mixed drinks, and single servings of wine (“to-go cocktails”) for off-premises consumption, subject to requirements.
Off-Premises Only retailers and Combined 1A Licensees may conduct deliveries of alcoholic liquor in the original manufacturer’s package.
Third-party delivery services are NOT permitted to deliver to-go cocktails.
Why BASSET Training Matters for Alcohol Delivery
Delivering alcohol carries inherent risks that must be managed responsibly.
Consider the potential consequences of accidentally selling to a minor, delivering to someone already intoxicated, or even contributing to an alcohol-related accident.
These scenarios highlight the importance of BASSET training in equipping drivers with the knowledge and skills to handle such situations responsibly. By understanding the law and adhering to best practices, delivery drivers can minimize risks, promote public safety, and ensure the responsible delivery of alcohol.
Essential Knowledge from BASSET Training for Delivery Drivers
BASSET training provides delivery drivers with a comprehensive understanding of responsible alcohol delivery. This includes a thorough grounding in Illinois liquor laws and delivery regulations, ensuring drivers are well-versed in the specific rules governing their work.
The training also emphasizes age verification techniques, enabling drivers to confidently and accurately check IDs to prevent underage sales.
Recognizing signs of intoxication is another crucial aspect of the training, empowering drivers to identify individuals who may already be under the influence.
Furthermore, drivers learn how to refuse delivery to intoxicated persons, ensuring they can confidently and safely decline delivery when necessary.
Finally, BASSET training covers safe delivery practices and documentation, guiding drivers on how to follow procedures for secure and compliant deliveries.
