Do I need an On-Premise or Off-Premise BASSET Card?

What Does “Premise” Mean?

“Premise” refers to the term “premises,” as in “place of business.” Under Illinois Liquor Control Commission (ILCC) rules, it means “the place or location where alcoholic beverages are manufactured, stored, displayed, or offered for sale or where drinks containing alcoholic beverages are mixed, concocted and served for consumption.” (Title 11, Chapter 1, Section 100.10)

 

It’s All About Location of Consumption

For BASSET purposes, whether you need On-Premise or Off-Premise depends on where the alcohol you are selling will be consumed – on the premises (On-Premise), or off the premises (Off-Premise). You are either certified to sell alcohol that will be consumed right there at the place of business where you are selling it (On-Premise), or you are certified to sell alcohol that will be taken elsewhere to be consumed (Off-Premise). Or, you are certified to do both.

Bars and restaurants are common examples of “On-Premise” establishments because their customers are consuming the alcohol on the premises of the bar or restaurant. Conversely, grocery stores, convenience stores, and liquor stores are common examples of “Off-Premise” establishments because their customers are taking the alcohol away to consume it elsewhwere.

If you aren’t sure which type of certification you need, the best thing to do is check with your employer. If you don’t yet have an employer, the best thing you can do is get both, and you’ll be covered no matter what.
